The quick answer

In Northern Ireland, people born or legally adopted there can record a change through GRONI, use an eligible birth re-registration route or use a deed poll as documentary evidence. GRONI recording has its own eligibility and frequency limits. A deed poll is a separate route, and records at one organisation do not update automatically elsewhere.

Choose the route that fits your circumstances

RouteWhen it may fitKey point
GRONI record of changeYou or your child was born or legally adopted in Northern Ireland.Application and witnessing rules differ for under 18s and adults.
Birth re-registrationThe birth was registered without the father’s details, or before parents married or formed a relevant civil partnership. This changes the birth registration under specific circumstances.
Deed pollYou need a document proving the link between the previous and new name.A deed poll is separate from GRONI’s recording service.

The route depends on the person’s birth or adoption record and the reason for the change, not simply where they live today. Check the current GRONI conditions before completing the form. nidirect: recording a change of name

GRONI rules for a child under 18

A parent or child under 18 applies using the child form. The qualified applicant or applicants depend on the family circumstances. nidirect lists both parents where both qualify, the mother where the other parent does not have parental responsibility, and other qualified applicants in specified cases such as death or guardianship. The signatures must be witnessed by a justice of the peace, lay magistrate or practising solicitor. nidirect: recording a change of name

GRONI says a person under 18 can record their name or surname once. This is a limit of that registration route. A child’s name change also raises parental responsibility and welfare questions; do not infer that the register’s form rules settle every other organisation’s consent requirements.

GRONI rules for an adult and published charges

An adult can apply in person’s own right under GRONI’s process. nidirect states one change of name and up to three surname changes, with a five-year gap between surname changes. The published fee is £35, plus £15 if you need a certificate showing the recorded change. A second or additional family member applying at the same time costs £16 each. Check the current page and form before applying. nidirect: recording a change of name

A justice of the peace or lay magistrate does not charge for witnessing the application form, according to nidirect. The solicitor route may have its own charge. These are GRONI fees; the cost of a deed poll or a passport is separate.

Using a deed poll in Northern Ireland

nidirect also identifies deed poll as a legal document used to prove a name change. GOV.UK’s deed poll guidance provides the process for an unenrolled deed and for voluntary court enrolment. Some organisations set their own evidence process, so check whether they require an original, an enrolled document or a particular format. GOV.UK: changing your name by deed poll

Passports, licences and other records still need separate updates

A GRONI certificate or deed poll does not change your passport, bank, employer or driving record automatically. Northern Ireland driving licences are handled by DVA, not the Great Britain DVLA route. Ask each recipient which linking evidence and original documents it needs.

For a passport, HM Passport Office applies its own evidence rules. A document accepted to record a change in Northern Ireland may help prove the name link, while the passport application can still require evidence of name in use and other supporting documents. Keep copies and check instructions for the actual service. HM Passport Office: change-of-name passport applications
